The consultants are taking a lead in the development work. 

 

This will be a complex area of work for the consortium. There is a general sense that there are potentially a large number of providers delivering different aspects of this activity but little hard data available.  Both county and city councils are major providers alongside voluntary sector infrastructure operating at county, district/city and sub district level and the distinctive roles and contribution of each needs to be clarified.  The distinction between Community Development work with communities and Community Capacity building (and indeed volunteering development at or neighbourhood level) as defined in “Building Civil Renewal” is not as straightforward as this document suggests, particularly from the end users perspective.  Organisational capacity building of small based groups cannot be considered in isolation since for user groups this is part of their needs spectrum.
