Background

The Home Office Review of Infrastructure was begun in 2002 and a consultative document was published in September 2003.  According to the Home Office definition infrastructure organisations are voluntary and organisations (VCOs) and networks that play a supporting, co-ordinating, representation, policy-making and development role for other voluntary and organisations, including social enterprises.

This review aims to improve the support available to voluntary organisations and groups throughout England – things like support for people developing new organisations to meet new needs or to plug gaps, aiding the subsequent development of the organization, provision of information, advice and assistance e.g. on public policy; legislation, best practice, providing a voice for VCOs to policy makers, service planners, and funders, partnership building by bringing together VCOs and other public and private sector organizations  for joint/co-operative policy making, planning and service delivery, policy and research to produced evidence on the needs, role and developments within the VCS, training, fundraising advice, and good management practice.
